Britain’s first railway? Business and Beaumont

Two lines originally thought to have been built around one year apart fight it out for the claim to be the ‘first’ British railway - this post explores the history of one of them. Huntingdon Beaumont was born at Coleorton in Leicestershire in around 1560, the youngest son of Sir Nicholas and Ann Beaumont. They exploited the rich supplies of coal within their estate and it is here that the young Huntingdon learned the business of mining. Driven by his insatiable energy, clear vision, but a reckless streak, in 1601 he moved to Nottinghamshire, and using what he had learnt at his parents’ mining business leased and worked coal pits at Wollaton, Strelley and Bilborough...

An Early Railway Manager - A Perpetual Failure

Cornelius Stovin is not a familiar name in railway history circles. To my surprise, he is not even well known amongst those who study the London and South Western Railway (L&SWR), the company for which he worked as its first Traffic Manager from 1839. My interest in him stems from the fact he left the company suddenly in 1852 when it was found that his accounts were seriously in disarray. However, no research has been done on Stovin before he came to the railway, and, therefore, I resolved to find out more. What was discovered was that Stovin was a perpetual failure.

Cornelius Stovin was born in Birmingham in 1802 to John and Elizabeth Stovin, and was christened at St’ Martins Church on 2 June. [1] According to Chapman’s Birmingham Directory for 1801, John was a druggist who also dispensed oil, soap, candles and glue at the Bullring.[2] He was obviously considerably wealthy, as he was able to send Cornelius to Magdalen Hall at Oxford University, which he entered on the 18 March 1820, aged nineteen.[3]On graduation Cornelius moved into Mosley Street, Birmingham[4] and went into business with John Heycott Jervis as brass founders. This would be Cornelius’ first failure in business, and for unknown reasons the partnership was dissolved in August 1826.[5]

Yet, At some point before then he had met Jane Waddell, who he married on 2 November 1824 at St Phillips Cathedral in the city.[6] Jane was the daughter of William Waddell,[7]  who had taken over the ‘Hen and Chickens Inn’ at 130 New Street in 1802. While keeping the inn he also established himself as a coach proprietor there[8] and turned the business into one of the Midland’s most extensive coaching establishments by the 1830s.[9] Clearly, John Stovin and William Waddell were friends, as William named one of his sons John Stovin Waddell.[10] Thus, it is it is very possible that some point after 1826 Cornelius joined  Waddell’s growing business.

On the death of William in 1837[11] Jane, received £5000, which would have passed to Cornelius because of wives’ property rights in the period.[12] I am not one hundred per cent sure what happened next, however, my best theory is that in late 1837 Cornelius set up a coaching business on his own, probably using this money. [13] However, he did not inherit any of William’s business directly, as most of it was taken over by his son, Thomas.[14] Yet, he clearly had some use of the Hen and Chickens Inn site, as shown by the following advert from The Liverpool Mercury on 7 December; ‘Royal Mails and Fast Post Coaches leave the above Establishment (Hen and Chickens Coach Office, New Street Birmingham), to all parts of the Kingdom, immediately upon the arrival of the different Railway Trains.’ The advert was signed ‘Cornelius Stovin and Co. Proprietors.’[15]

For the second time in his life, Cornelius’ business was unsuccessful, and he was declared bankrupt on the 26 February 1839. Indeed, one of the petitioning creditors was John Stovin Waddell,[16] who by then was a coach builder in his own right.[17] Stovin made a poor business decision by setting up as a coach proprietor in Birmingham in 1837, as the railways arrived there that year.  On 4 July 1837 the Grand Junction Railway between Birmingham and Liverpool opened[18] and on 17 September 1838 the London to Birmingham started operating.[19] Furthermore, the Manchester and Birmingham Railway was under construction.[20] Therefore, given I presume the main routes of the Birmingham coaching industry were to London, Liverpool and Manchester, it is logical to suggest that in this period much traffic was being lost to the railways, which would have hit Cornelius hard.

However, three days before Cornelius’ bankruptcy, the London and Southampton Railway’s (later L&SWR) Traffic and General Purposes committee minuted that ‘Mr Cornelius Stovin to be Superintendent of the Traffic Department at salary not exceeding £250 a year.’[21] Stovin accepted the post on the 28 February.[22] Later, in 1840, he was made the company’s Traffic Manager.[23] It is quite possible he got the job through being in contact with an influential L&SWR director, William Chaplin,  who had  also been in the coaching business previously. Indeed, Stovin had the support of Chaplin throughout his at the L&SWR, and this had allowed him to increase his power within the company, despite his temper.

Yet, closer scrutiny of Stovin’s past may have avoided the problems that occurred in March 1852. It is clear that Stovin kept the Traffic Department’s accounts poorly. Like most railways of the period considerable traffic was brought to it by independent carriers. The arrangement at the L&SWR was that these carriers were allowed a rebate from the charges they collected for carriage and credit was allowed for three months. However, in August 1851 the directors’ attention was drawn to the poor state of these accounts, particularly those of a West of England carrier named Ford. Ford owed the company a considerable amount, and immediately after the directors expressed their concern Stovin managed to reduce his outstanding debit to £5000.

But things were going sour for Stovin and his operations were coming under more scrutiny. Thus, in early 1852 he took sick leave and then absconded to the United States in March. Initially, the press reported that there were ‘no known deficiencies affecting the railway company.’[24] However, an investigation, which lasted until July, found that Stovin had been hiding a shortage in the Traffic Department’s accounts of £2921 11s 8d. Chaplin offer to pay Stovin’s return fare so that he could explain himself to the board. But the ex-Traffic Manager stayed in New York.[25] Indeed, on the 19 May his wife Jane and seven children arrived in by the ship London to join him.[26] Finally, the whole family moved to Canada, where Stovin again became a railway manager.

Stovin was clearly an unsuccessful businessman three times over. Firstly, his foundry business failed in 1826, then the foray into the stagecoach industry collapsed, and, lastly, he arranged the L&SWR finances very poorly, costing the company money. Yet, he reached his lofty position by receiving help from individuals who were much more astute businessmen than he, for example William Waddell and William Chaplin.

Ultimately, the Stovin case raises some broader issues surrounding the nature of early railway managers. This was an era when the idea of the professional railway officer was far from established and the ‘Stovin affair’ highlights that the early railways took into their ranks a mixed bag of individuals that could not always be relied upon. However, Stovin was just one example amongst thousands in the period, and more research needs to be done on the backgrounds of other early railway managers to truly find out what their experiences were before coming to the job.

Slavery and the Financing of Britain's Early Railways: A Consideration

At the current time I am part of a wonderful organisation called History Lab. If you haven’t heard of it, the ‘Lab’ is a network of history postgraduates operating out of the Institute of Historical Research at Senate House, Bloomsbury. We run events for postgraduates including socials and workshops, as well as hosting papers from PhD students where they can present their research. Thus, History Lab brings postgrads together to learn, share experiences and exchange ideas in a friendly atmosphere.

It was in this environment that that I chaired a seminar last Thursday really got my neurons firing. A fascinating paper was given by Katie Donnington, from University College London (UCL), entitled ‘Feeding the ghosts: George Hibbert, the West India Docks and the re-memory of slave-ownership.’ at one point she mentioned that while the slave trade in the British Empire ended in 1807, it only became illegal for British residents to own slaves thirty years later through the Slavery Abolition Act of 1833. This law technically freed most of the slaves in the colonies on the 1 August 1834. However, the reality was that those over the age of six were simply redesignated ‘apprentices.’ Nevertheless, the apprenticeships were eventually abolished in two parts on the 1 August 1838 and on the 1 August 1840, at last freeing the slaves.

For the slave owners the act took off their hands a piece of property, the slaves. However, it also allowed them to claim compensation from the government for their loss.  To fund this massive pay-out the government was permitted to raise £20 million, which constituted 40% of its total annual expenditure. Thus, by 1837-38 over 40,000 separate awards, totalling this amount, had been made to slave-owners.[1]

Katie’s’ paper highlighted the fact that as a slave-owner George Hibbert received compensation. Furthermore, she mentioned that he had been one of five brothers, many of whom also had interests in plantations and would have owned slaves. Indeed, this particularly interested me given that on the board of the London and South Western Railway, the company I study, there was a John Hibbert between 1835 and 1852. Now, I have found nothing so far to suggest that the men were related (in fact one piece of evidences suggests they weren't), yet Katie’s the paper did raise for me compelling questions regarding the possible links between slavery and the early financing of Britain’s railways.

Firstly, there is the possibility that much of the £20 million compensation paid to slave owners ended up in the capital accounts of early railway companies and funded their construction. Indeed, with the plantation owners having to now pay their labour force, which possibly damaged their businesses profitability, they may have seen the railways as good investment opportunities. The table below shows the total share capital raised by Britain’s railways between 1825 and 1843.[2]

This indicates there was a significant increase in investment in the railways in the mid to late-1830s, just as the slavery compensation money was being paid out. Indeed, it was only in 1839 that the share capital invested in Britain’s railways exceeded the total figure of the compensation, £20 million. Furthermore, the money may have played a significant role in fuelling the speculative frenzy of the first great railway mania between 1835 and 1837, in which parliament authorised 1,500 railway route miles and £34.6 million in capital.[3] Consequently, it is highly likely that the slave owners who were compensated invested in a the railways in a big way.

Furthermore, there are questions as to whether plantation owners were investing in the railways before the 1833 act, either to improve their business interests, or because they saw that the wind was turning against slavery and its abolition may damage their business’ profitability. Some evidence has been found that slave owners invested in railways before 1833. The Liverpool and Manchester Railway had slave owners on its board from its initial promotion in 1821 (opened 1830) and this is unsurprising given that Liverpool’s success as a city had been built on the slave trade. Indeed, John Moss, the company’s first chairman and later chairman of the Grand Junction Railway, was a noted slave owner.[4] However, the tiny amount of digging I have done has only found this one case, and I am sure there are more to be discovered.

Overall, what I have presented here are not conclusions, but considerations, and more research clearly needs to be undertaken to determine the links between slavery and the railways. Indeed, the ‘Legacies of British Slave-ownership’ project at UCL, and of which Katies’ PhD is one part, is putting together a database of all the individuals who owned slaves in the British Caribbean in the 1830s.[5] Thus, when this database becomes available online I will certainly scan it carefully for early railway investors, promoters and directors. In the meantime, I will just have to be content with the ideas that one [excellent] seminar at History Lab stimulated.

We were Coachmen, Servants and Craftsmen. Early Railway Recruitment - Part 3

This is last post on research that I have been doing on the occupations that 400 London and North Western Railway (L&NWR) employees had before coming  to the company’ Traffic, Coaching and Operating Department (hereon known as the traffic department) between 1837 and 1860. This is based on a single file found in the National Archives. In the first post (here) I discussed how most of the department’s new employees came from the company’s permanent way department. The second post (here) presented evidence relating to those who went into the department directly after school, and those that came from the army or from being labourers. This last post will look at individuals who had worked in transportation industries, were previously employed as servants and those who had been skilled craftsmen.

One of the big questions relating to the early railways is how many employees came from other transportation industries. The results above reveal that the number was small and only ten had been involved in such businesses (2.50%). The ten were constituted of two mariners, five coachmen, one carman, one letter carrier and one currier. What is interesting about the ten is that there were no individuals who had worked in the canals.  Indeed, apart from the mariners (and possible the carman), it seems that most had been working for themselves.  Coachmen, particularly, were seeing the railways as a chance to improve their fortunes in the greatest number.
Furthermore, it also seems that there was no pattern as to when ex-transport workers joined the railway, and in each of the six periods I have split the years between 1837 and 1860 into (see above) there are always at least one individual joining the department. The only pattern that has been discerned is the types of jobs that the men went into. Eight of the ten went into the secondary labour market (with low weekly pay, low job security and few promotional prospects), becoming Porters (3), Guards (1), Pointsmen (1), Ticket Collectors (2) and Police Constables (1). However, only two joined the company’s primary labour market (with high job security, promotional prospects and good pay), one becoming a Station Master and another becoming a station agent. Indeed, these individuals were the mariners, clearly indicating that their prior jobs were perceived as being more skilled and that their education made them suitable for administrative posts. Therefore, this further reveals, as the last post did, that employment patterns before the railways came into existed determined how the L&NWR appointed individuals to posts.

Ex-servants constituted a large number of the sample, with fifty-seven of the 400 being employed as such (14.25%) before coming to the railway. Of these two had been butlers, one was a footman, six had been grooms, thirteen were listed as having been in ‘Gentlemen’s service,’ while thirty-four were simply described as servants. There seems to be no pattern as to when they joined the railway. In the years between 1837 and 1839 they made up 9.09% of those joining the department. In the early 1840s, however, none joined, but in the late 1840s they constituted a massive 19.05%. In the early 1850s the proportion dropped to 8.93%, then rose 16% in the late 1850s and 24.59% in 1860. Thus, the evidence implies that the labour market changed. Before the railways domestic service was the largest employing sector of the economy. However, as shown, when the railways came along they took over this mantle and many people saw them as means to obtain better employment prospects.

Most of the servants went into the secondary labour market. However, it is interesting that large numbers were in the positions that had a public service focus (and which were cleaner). Thus, twenty-seven became porters, three became ticket collectors and nine became police constables. Therefore, there was a clear link between the types of occupations individuals did before they came to the railway and the positions they took up within the L&NWR. This is reinforced by the fact that the Butler, an individual who was a ‘club servant’ (whatever that is) and a man who was in a ‘gentleman’s servant’ were the only three who went into the primary labour market as an Agent, Clerk and an Assistant Agent respectively. Thus, because two of these seemed to have been servants of a higher status, and one may have been, they were accordingly given jobs in the railway that were of similar standing.

Lastly, the forty-one skilled craftsmen were in the sample, and had been occupied in twenty-eight different professions including Tin-Plate Workers, Brassfounders, Shoemakers, Brickmakers and Weavers. Proportionately, skilled craftsmen were the largest group of individuals joining the railway in the period 1837 to 1839, constituting 27.27% of them. Thereafter, their contribution hovered around 10% in each of the remaining periods. I am uncertain what this suggests, and because the sample size for the period between 1837 and 1839 is only twenty-two, the figure may be artificially high.

Furthermore, unlike the other areas of the economy, where individuals’ jobs before they came to the railway affected their position within it, the correlation in the case of the skilled craftsmen was not as strong. The craftsmen took up positions in both the primary and secondary labour markets. Given that the majority of individuals had at least a fair education given their professions, it would suggests that the L&NWR was not just assigning individuals to their posts based on their prior occupations, but also on their ability to undertake their responsibilities.

Overall, I have not been able to reveal in these three posts all the information that I have discovered. However, a number of interesting things have been revealed about recruitment in the early L&NWR’s. Firstly, its Traffic Department recruited heavily from its engineering sections, suggesting that the completion of lines and the subsequent unemployment this brought for some, allowed the company to choose from known staff. Furthermore, there were not a great number of individuals who worked previously in either the military or other transportation industries, as has always been suspected. Lastly, the jobs that individuals received from the railway company were closely correlated to the level of skill and education that were required for their original occupations.

This is by no means a complete study, and there are over 300 pages in the document that haven’t been surveyed. Thus, I hope to do this at some point and give an even better picture of early railway recruitment.

I was a Schoolboy, a Soldier, a Labourer. Recruitment in the Early Railway Industry - Part 2

In my last post I discussed research I have been doing on  professions that the earliest railway workers had before they joined the London and North Western Railway’s (L&NWR) Operating, Traffic and Coaching Department (to be hereon known as the Traffic Department) between 1837 and 1871. Previously, I looked at sixty-eight individuals (out of 400) who had been employed in the company’s Engineering Department before to coming to the Traffic Department. In this post I will start to focus on the remaining 332 men who, before coming to the L&NWR, were employed in jobs outside the company.

As stated, for ease of interpretation I have categorised the 400 workers into the following fourteen categories (Note, there is one slight modification from the table presented in the last post because an error was found.)
Firstly, only a very small proportion of the individuals, twenty-three out of the 400 (5.75%), had no prior employment before coming to the railway. This was reflected in their ages. The youngest of them were three boys of thirteen, two of which were appointed as Booking Clerks and another of which became an ‘assistant agent.’ The oldest individual in the sample was James Nicholson, the [Station] Agent at Bulkington, who was listed as being thirty-six.  Yet, because of his age and his position of responsibility it is highly implausible that he had done nothing before coming to the railway. Overall, apart from Nicholson and two other individuals, the rest were all under the age of eighteen.

However, more interesting conclusions can be made about changes in the L&NWR's recruitment processes. Only four of the individuals who had had no prior profession were recruited in the 1830s and 1840s (3.57% of the 121 individuals recruited in these years). Furthermore, only three of these men were engaged in the early 1850s (2.67% of 112 new employees). Thus, this leaves sixteen that were appointed between 1855 and 1860 (12.80% of 125 individuals). Clearly, in the railway's emergent years it was principally recruiting individuals who had experience of other industries. However, in the late-1850s did it start to recruit people straight out of school, and this is presumably when families’ decades-long associations with the railways began.

The positions that these individuals went into are also of interest. In this period only two went into the secondary labour market (with low weekly pay, low job security and few promotional prospects), becoming a policeman and pointsman. Indeed, the twenty remaining took up positions as agents, clerks and assistant agents (all clerical positions), and, thus, were in the primary labour market (with high job security, promotional prospects and good pay). Consequently, because only sixty-six of the individuals in the overall sample of 400 went into the primary labour market, the L&NWR’s Traffic Department evidently was recruiting a large number of school-leavers into clerical positions before 1860, possibly because of a skills shortage in the economy. But, importantly, this data also signals that by 1860 the distinction between the two labour markets, the jobs they encompassed and what sort of individuals went into them, were well-defined.

One of the most repeated stories about early railway managers was that their ranks were dominated by senior military men, as they were the only ones that had experience of administering large organisations. However, in four previous blogs (starting here) I have clearly showed the error of this assertion. Nevertheless, my interest in the transference of skills from the military to the early railways meant that I was on the look-out for soldiers and sailors when doing this study.

Of the 400 railway workers in my sample only twenty-eight (7.00%) had been in the military before being employed by the L&NWR. Six had been in the royal navy (two as Royal Marines), with twenty-two being ex-soldiers. All bar three of the individuals went into the secondary labour market. Indeed, it is no surprise that fourteen joined the railway police as presumably the discipline of military training made them suitable for this position. Additionally, eight others received manual positions where strength was required, three becoming porters and five taking up posts as pointsmen.

As for when the individuals were appointed, it seems that there was a consistent stream of soldiers and sailors moving from the military to the railway between 1837 and 1860. Indeed, of those employees who joined in the late-1830s, ex-military men made up 9.09% of these. This increased to 11.1% in the early-1840s, but decreased to 7.14% in the early 1850s. However, thereafter the proportion rose again to 9.80% in 1860. In the early-1840s there was seemingly an anomalous result as only 1.59% of the sixty-three new railway workers appointed in the period had been in the army or navy. The reason for this anomaly is unknown.

The profession that most of those in the sample were engaged in before coming to the Traffic Department was that of ‘labourer’ (apart from those who had worked in the Engineering Department). Anyone who has used the census’ will testify how ambiguous this job description is. Indeed, only in six cases out of the sixty-two ex-labourers was more information available (one carter, one collier, two quarraymen and two warehousemen). Unsurprisingly, all the ex-labourers went into the secondary labour market and the positions that they were appointed to in the greatest numbers were as porters (17), pointsmen (19) and policemen (8). Additionally, they also obtained positions as foremen, gatemen, greaser and shaklers (whatever they were) or signalmen. Therefore, the majority of ex-labourers went from strenuous positions to strenuous positions. However, it is quite possible that the railways paid better than their previous employers.

Of more interest is that the proportion of new Traffic Department staff that had been labourers declined over the period. Between 1837 and 1839 they constituted 27.2% of all those appointed. Yet, in the early-1840s this dropped to 18.5%, in the late-1840s the proportion was 15.8%, in the early 1850s it rose slightly to 16.1%, but declined again in the late-1850s to 14.4%. Lastly, in 1860 they constituted only 9.8% of all new staff.

This suggests that changes occurred in the national economy, as well as within the railway companies. Firstly, it would appear that the simple description of ‘labourer’ was becoming less common as time progressed, possibly as new trades were started, new inventions were created and the economy diversified in the early to mid-nineteenth century. Furthermore, and as will be shown in the next post, the reducing number of ex-labourers, who would have had only poor education at best, suggests that the L&NWR was increasing looking to recruit into secondary labour market men with better schooling or even better backgrounds. Only an investigation of the company's files have the potential to prove this.

Overall, this post has revealed that between 1837 and 1860 the L&NWR’s Traffic Department refined who it wished to recruit into its ranks. In the 1830s the new company was recruiting a far higher proportion of poorly educated individuals whose experiences were limited to labouring work. Indeed, school leavers did not feature highly.  Yet, by 1860 most positions that new railway workers were appointed to were highly dependent on their prior experiences and education, as well as being defined by the strict parameters of the company’s primary and secondary labour markets. Thus, it is clear that between 1837 and 1860 the norms of railway employment of the later nineteenth century were developed. In the last post of this series this will be demonstrated further.

What Did You Do Before Becoming A Railwayman in the Early Industry? - Part 1

The topic of the next few posts is new to British railway history and has never, ever, been researched in detail before beyond statements like ‘I think,’ which isn’t really useful. What I will be looking at are the occupations of early railway workers before they came to the industry. Most study of railway labour focuses the employee’s working environments, such of their hours of work, wages and promotional prospects, or their union activity. However, these issues principally affected the railway industry from the 1870s onwards and before then these topics were not as important as the formal patterns of labour management were still developing. Indeed, the repeated idea of railway work is that it ran in families, with sons following fathers into the industry. Yet, at the start of each ‘railway family’ was an individual who was not a railway employee, but decided to be one. Thus, my aim is to reveal, through research on one document, what early railwaymen did before coming to the railway.

The document I used is held in The National Archives under RAIL 410/1805 and is a staff record book listing London and North Western Railway (L&NWR) employees from the Operating, Traffic and Coaching Departments (to be hereon known as the Traffic Department) between 1837 and 1871. The information I have used were the individuals’ ‘last employment previous to entering the company’s service,’ the date they joined the company, their age on joining and the position they received. For speed of data collection other pieces of information, such as their names, locations, or who recommended them, have been left out of my research.

Before anything else is said, it is important to note how the results are spread across the decades.

Clearly, more data is available from 1850 onwards, reflecting the fact that as the company expanded its workforce grew. Across the entire period the railway employees had between them 120 different professional occupations, however, I have sorted these into twelve categories based on the economic sectors these were in. Only four individuals (1%) had professions that I could not categorise as I had no clue what they were (such is the nature of the 19th century occupational descriptions).  The distribution is shown below of their

It should be remembered that the data relates to Traffic Department employees and does not include railway workers from other departments, for example the Engineering or Locomotive Departments. Indeed, it seems that a large numbers of individuals worked for railways before entering the Traffic Department. However, analysis reveals some interesting things about how the department sourced labour. Sixty-eight department employees, or 17.25% of the entire sample, had come from railways’ secondary labour market and had undertaken jobs that had low job security, pay and poor promotional prospects. However, of these, forty-nine (72.06%) had come from the ‘Permanent Way Department’ (4) or had been a platelayers (45).

What this was suggests is that the L&NWR’s Traffic Department drew heavily on its own Permanent Way staff for employees in the period. Nevertheless, the proportion of staff moving from the Permanent Way Department to Traffic changed with time. Between 1837 and 1839 4.55% workers made the move, however, this osmosis reached its height between 1850 and 1854, when 25 of the 112 in the sample transferred (22.32%). Nevertheless, the proportion dropped thereafter, and in 1860 only one person (1.96%), John Lycett, a Police Constable at Rugeley Station, had been employed in the Permanent Way Department before starting with Traffic. The proportions are shown below.

Thus, the L&NWR’s Traffic Department increasingly drew on staff previously employed the Permanent Way Department in the 1840s and early 1850s. Presumably, this was driven by two factors. Firstly, the core of the L&NWR’s network began to be completed in the late 1840s, meaning that the number of staff the engineering establishment required diminished. However, concurrently, the business of the line was increasing, meaning that the Traffic Department required staff.  Therefore, they were happy to employ those ex-Permanent Way men who were put out of the job.  

Furthermore, from the late-1850s the number of transfers declined. Given what is known about employment in the later railway industry, it seems that by this period the department which individuals joined were usually the ones they stayed with throughout their career. Thus, the low number of transfers from Permanent Way Department to the Traffic in the late-1850s and 1860 reflects that these employment patterns were becoming established. Indeed, on the L&NWR at least, it would suggest that the idea of sons following fathers into the industry began in the late 1850s.

However, while transference out of the Permanent Way Department would have been a step-up for some railway workers, in the majority of cases their new posts were still manual one. The distribution of the posts Permanent Way staff went into after their transfers is shown below.

Indeed, given that ex-platelayers constituted forty-five of the forty-nine individuals transferred from the Permanent Way Department, and what they had been doing what was effectively the lowest ranked job in railway companies’, it is unsurprising that many took up the lowest jobs in the Traffic Department. Indeed, thirty-four (the Gatekeepers, Porters and, particularly, the Pointsmen) were all manual jobs that were the lowest rank on the promotional ladder. Also, Police Constables, that worked for the companies’ private police forces, were basically hired muscle, and were also low-ranked jobs. Only two individuals, the two ‘[Station] Agents,’ were part of the L&NWR’s ‘primary labour market,’ which had high job security, steady pay and promotional prospects. These were John Robinson, who had transferred in August 1846 from being a Permanent Way Inspector, and George Turner, who had transferred in November 1851 from being a platelayer.

Thus, what has been learned is that the L&NWR’s traffic department employed large numbers of ex-Permanent Way Department employees, that these individuals usually transferred from low-paid manual jobs into low-paid manual positions in the Traffic Department, and that by the late 1850s, because employment patterns were becoming more established, these moves became less common. Indeed, this would suggest that as the railway industry became more mature, the opportunity for upward mobility declined as people were tied to the department with which they started.

In the next post I will look at the other individuals in the sample who came to the L&NWR’s Traffic Department from outside the railway.

"Love it as though it were a human being" - Edward Entwistle, the First Driver of Stephenson's Rocket

The Liverpool and Manchester Railway (L&MR) opened on the 15th October 1830. It was the world’s first intercity railway, and while the Stockton to Darlington had broken new ground in 1825 by being the first to convey passengers, the L&MR was the first to look and act like all the railway companies that came after it. Its stations had all the features we would associate with rail travel today, its trains were hauled solely by steam engines and there were the first timetable. Of particular note was that the first train was hauled by the winning design of the company’s competition to find a suitable form of traction. This was George Stephenson’s Rocket.

What I have just recounted can be found in any railway book covering this period. However, what receives less attention is the staff that manned this pioneering railway. Thus, in my research this week I came across the story of Edward Entwistle, the man who drove the L&MR’s first train. Indeed, this led me to a number of other sources that has allowed me to reconstruct much of his life.

Entwistle was born on the 24th March 1815 at Tyldesley Banks near Wigan in Lancashire. While some accounts say that he was apprenticed to the Duke of Bridgewater’s Manchester works at the age of eleven, his own account made no mention of this. Rather, it seems that he was apprenticed at Robert Stephenson’s Newcastle works for seven years. It was here that Rocket was constructed, and Entwistle had a good mechanical mind and helped in the construction of various parts and the locomotive’s assembly.[1]

While Rocket had helped move materials during the construction of the line, its first day of glory came on the 15th October 1830 with the L&MR’s opening. Entwistle was in luck that day when the driver chosen to drive the inaugural train pulled out. Thus, like most very early railwaymen, he received his position purely on the basis of recommendation. Robert Stephenson asked his works foreman whether he knew of a good man to drive the train. The foreman could not, yet asked the great engineer whether he would be willing to try the apprentice, Entwistle. [2] After Stephenson had submitted him to a detailed examination, the fifteen year old Entwistle was allowed to step up onto the locomotive’s footplate. In 1907 he recalled:

“I stepped into the cab, pulled the throttle; the steam hissed, the wheels creaked and groaned, and amid the cheers of thousands upon thousands of people we started on our journey. Slow at first, but soon more rapidly until we were bowling pleasantly along the country, with the continual accompaniment of cheers and shouts.”[3]

Luckily, Entwistle was not at the helm when the Member of Parliament for Liverpool, William Huskison, was run over by Rocket later that day. Indeed, the distinction of being the first train driver to kill an individual goes to another noted engineer, Joseph Locke.[4]

After the line’s opening Entwistle remained the Rocket’s driver, driving it the thirty-one miles between Liverpool and Manchester in the morning and returning in the evening. However, after two years, and still only at the age of seventeen, he had had enough of the work. It was hard graft and every day he was exposed to the elements. Stephenson accepted his resignation, and as the engineer was impressed with the teenager’s performance, found him a position on the Duke of Bridgewater’s sailing vessels (This is possibly where the confusion about his apprenticeship originated from.) He stayed on these vessels for six years.[5]

At the age of twenty-two Entwistle emigrated to the United States. Initially times were hard and all he could earn was a dollar a day as the engineer on the steamer Troy which operated in the Hudson River and Long Island sound. However, when the boat was decommissioned, Entwistle took the engines and set up a rolling mill. In 1844 he moved to Chicago and worked as an engineer on stationary engines and boats. Lastly, he became the engineer at two major mills and retired in 1889 to a farm he had bought in 1845.[6] He died in 1909 at Des Moines, Iowa at the age of 95.

It is interesting to note that with Entwistle we find the start of a phenomenon that all train drivers, from then until the current day, have experienced; that of great affection for the machines that were in their charge. He recalled that while Rocket was primitive, he was “still loyal to that old engine, and love it as though it were a human being.”[7] How many drivers through the ages could express a similar sentiment?

Discovering Britain's first Railwaywomen (1840s and 1850s) - Part 1

I have repeatedly commented that Victorian railwaywomen are little studied by historians. Indeed, men’s dominance of the workforce has meant that women’s roles have been overlooked. However, this problem is compounded in the case of women working in the early railways as there is a chronic lack of investigation into railway history before 1870 generally.

Therefore, I felt that the working lives of Britain’s earliest railwaywomen were in need of investigation. I used ancestry.co,uk’s railway employee database to search for women that worked on the railways between 1830 and 1860. This was not an exhaustive survey of the available files as I was unable to simply search for them by gender and their years of employment. Consequently, I resorted to using popular women’s first names from the Victorian period with the hope that results would be returned. Happily, I found the records of sixty railwaywomen’s who were working in four railway companies.[1 – distribution of records by company are at the end] Furthermore, I believe more were available and I will have to go back and expand my research. The findings were not startling, but they do make for interesting reading.

Unsurprisingly, as the industry grew increasing numbers women were employed by the railways. Keeping in mind that this only a preliminary survey, no women have been found that worked in the 1830s and only two were discovered from early 1840s. Indeed, the first woman on the list is a Mrs Fuller who was employed by a housekeeper by the London, Brighton and South Coast Railway (LB&SCR).[2] (Note: other women have been found by historians that were employed earlier - See: Wojtczak, Railwaywomen) It was in the late 1840s that women started to be employed by railways large numbers, as the table below shows. Furthermore, as the industry expanded in the 1850s the number obtaining positions increased more rapidly.

The range of occupations women were engaged in were limited. Twenty-four were engaged in cleaning duties of some type. Nineteen were employed as Office Cleaners, such as Elizabeth Blackhouse who started work on the 10th October 1853 at Ashton on the Manchester, Sheffield and Lincolnshire Railway (MS&LR)[3].  Three others were also classified as ‘Charwoman’ and one was just noted as being a ‘cleaner.’ Furthermore, there was a startling moment when I came across Sarah Dyson who worked at Huddersfield on the London and North Western Railway (L&NWR) in the early 1850s. She was listed as ‘Station Keeper.’ Was this, I thought, one of Britain’s earliest Station Mistresses? Predictably it was not, and a second staff record confirmed she was a cleaner there.[3] Ultimately, and has been recorded elsewhere, most of these women would have received their posts as an act of charity from the company when their husbands were killed or incapacitated by accidents on the railway.

The second largest employment group were gatekeepers and twenty-three women were employed as such, mainly on the LB&SCR. These women’s circumstances are hard to determine without more detailed research, however, other sources would suggest that many would have been the wives of railwaymen. Indeed, some gatekeeper’s records were next to those of other railway employees, such as signalmen, who had the same surname and were based nearby. Furthermore, Ann Hunstead[5] and Frances Earl[6] who were appointed by the LB&SCR to different gates near Berwick in 1849 and 1857 respectively, were both recommended by Mr Oliver of the Permanent Way Department. This suggests that they were the wives or widows of men working on the line in the area, for example platelayers or inspectors. Overall, gatekeeping positions were clearly given to women who already had some association with the railway company through marriage.

What did surprise me is that only seven women were employed as attendants in some form. Six were employed as ‘Ladies Attendants’ and would have looked after Ladies Waiting Rooms where they existed. Indeed, smaller stations did not have separate waiting rooms for men and women and this is confirmed by the fact that all six women were working at large stations that would have had them. They were based at London Bridge (Sarah Kays, Mary McRae), Rugby (Mrs Gillings, Caroline Stephenson) and Wolverton (Thirza Cowdell, Sarah Topsham).  Mrs A Chase, who was a ‘Waiting Room Attendant’ at Brighton also may have worked in a women's waiting room.[7] Again it is likely, as I have pointed out in an earlier post, that most of these women’s’ husbands would have been killed or injured while in the railways’ employ.

Probably the most interesting find was that four women were working as clerks for the LB&SCR, with the earliest being Margaret Savage who was appointed at Three Bridges Station in 1855. Indeed, this is the earliest known female clerk on Britain’s railways so far. Of the four, three were ‘Telegraph Clerks’ who would not have met the public and were ‘back office’ workers. However, another interesting discovery is that Margaret’s sister, Harriet, was also employed at Three Bridges as a Booking Clerk in 1857. Thus, this would make her the first woman to serve passengers in such a capacity. Ultimately, Margaret and Harriet would not have obtained their positions if it were not for the fact that their Father, Thomas John, was the Station Master there.(see above image) [8] Indeed, all four women employed as clerks were the daughters of Station Masters. Consequently, this suggests that the only route for women to obtain these higher status occupations was to have a father who was in a senior position.

Ultimately, this short survey should be treated with caution given the limited survey size, the high proportion of LB&SCR employees in it and the availability of documentary evidence. Yet, it does confirm statistically that the majority of women working on Britain’s railways in the 1840s and 1850s would have been in menial positions and all were dependent on men to obtain employment (even if they had been killed). In the next post I will explore the variable relationships that the women had with their employers.

For our Four-legged friends - When Dogs Travelled on the Railway

After a survey of my many railway books I have determined that seemingly no one has ever written about the conveyance of our four legged friends by train in the Victorian era. This is a shame and hopefully this post will try and shed some illumination on this apparently forgotten subject.

The dog ticket was an early invention of the emergent railway industry and the National Archives holds a document that lists dog tickets issued between 1849 and 1854 on the Great Western Railway (GWR).[1] Furthermore, in 1848 the Daily News recorded events from two years earlier in which how dog-tickets were issued was detailed. On the 11th September 1846 a Mr Wallop was returning from a day’s shooting to Gosport. Allegedly, Wallop fired his gun out of the first class carriage window, damaging it and the door. On arrival a railway employee demanded Wallop’s name, which he refused to give. But, the official persisted and demanded to see the dog ticket on which the name of the passenger was usually written. [2]

Thus, given that the dates of the GWR document and the events of Gosport, it could be suggested that companies had started issuing special dog tickets in the late 1840s. Yet, given the lack of research on the early railway, this cannot be confirmed. Secondly, the Daily News report also indicates that the early procedure of writing the names of the owner on the dog ticket. The one thing that was missing from these pieces of evidence is whether dogs travelled in a prescribed manner.

However, special procedures for the conveyance of dogs was definitely in place by the 1850s, and a court case from 1858 detailed that procedures for canine carriage had become rather unpleasant for the animals involved. The case involved a man who was pursuing a claim against the London, Brighton and South Coast Railway for his dog that had escaped in the course of a journey. Ordinarily, it was recalled, dogs were conveyed in ‘dog-boxes’ which throughout the journey were stashed under the seats of second class passenger carriages.[3] Indeed, correspondence from the period indicates that these dog boxes were common.

However, the rules laid down that dogs be carried in this manner were sometimes breeched in this period as the accompanying picture from 1882 in the Illustrated London News evidences. Indeed, a book from 1868 called Romey’s Rambles on Railways, stated that many women, who owned small dogs, hid them ‘under shawls and in hand baskets.’ However, other methods of concealment ‘more erudite are occasionally practiced,’ such as one man who concealed his dog in a carpet bag.[4]

Yet, some railway companies attempted to stamp out the and breeches of the rules. A London and South Western Railway Appendices to the working timetable from 1911 stated that ‘complaints have been made of Passengers being permitted to take dogs with them into carriages to the annoyance and inconvenience of passengers. This is contrary to the Regulations and Guards of Trains and the staff of stations should insist firmly but courteously on the animals being placed in the Guards’ vans. However, interestingly this did not apply to ‘ladies’ lap dogs.’[5]

But this raises an interesting question as to whether the aforementioned ‘dog-boxes’ were still used by this time, as the order does not mention a dog-box was required. This said, a London, Brighton and South Coast Railway Appendices from 1922, suggests that railways may have still used them. It stated that no dog ‘unpacked’ was to be received for transport without a muzzle. Additionally, it also orders that the boxes for dogs, that were to travel in the guards van, were not to be accepted if they were ‘not sufficiently large.’ Furthermore, ‘the labels of dogs must be inspected at all points, and any instructions re watering at any particular point &c, written thereon must be carried out as far as is practicable and consistent with the safe custody of the animal.[6] Thus, while the boxes were still used, it seems that, firstly, the practice of putting the dogs under seats had long since passed by the early twentieth century. But, secondly, the rule implies that the safe, comfortable and humane transit of dogs was a prime concern when they were transported.

This change was due to a shift in the attitudes to animal welfare in the late Victorian period. Amongst other letters that have been found regarding the treatment of dogs on trains, The Times recorded in 1900 that the Kennel Club had sent out a circular to ‘the principal railway companies’ suggesting improvements in the method of conveying dogs. They asked that dogs be placed in boxes, side by side, in guards vans and these new boxes would be available at stations, much in the manner of horse boxes, for an extra fee. After this, the boxes would be disinfected. In the Kennel Club’s opinion many dogs have had to be destroyed due to infections caught while using the old boxes that were too small and dirty.[7] Thus, given the rules cited above, it seems that this suggestion was taken up by some railway companies.

Overall, like most things I blog about, there needs to be research on this area of railway history. However, two things can be noted. Firstly, the dog ticket was established early on in British railway history, and a 1950s example I have testifies to its persistence. But, secondly, the accommodation given to dogs improved, possibly because of welfare concerns and public pressure.

Unlocking the Early Railway Manager - Pt 4 - The Ex-Soldier Myth

I have come to a revelation. One of Britain’s most noted railway historians of the last 50 years, Michael R. Bonavia, was just plain wrong in his 1971 book, The organisation of British Railways when he claimed that ex-military men, such as Morrsom and Huish, played a large role in the early railway industry. His theory stated that as ex-officers they were some of the only individuals around at the time that had experience of marshalling large bodies of men in hierarchical organisations, that directors chose them to command their embryonic railway companies.[1]

As I showed in my last blog post on this topic (here), the evidence from the 1848 railway officials directly simply didn’t support this as only 3.54% of railway managers listed had military titles. But one study wouldn’t be enough to disprove an argument. My initial thought when encountering this was that perhaps the 1848 directory was published too late in the industry’s development to adequately reflect the ex-military influence. So I moved to catalogue the 1841 railway officials’ directory in my possession.

This directory listed the officials of 26 of Britain’s railways, which between them employed 84 men in 96 senior management positions. Naturally, this sample left out some the country’s railways. Yet, given the small size of the industry at the time, the 26 constituted a good sample of industry’s management class. Of the 84 managers, only 2 (2.38%) were listed as having military titles. These were Colonel Landman of the London and Greenwich Railway, and Captain William S. Moorsom, of the Birmingham and Gloucester Railway. Both were employed by the company in an engineering capacity.

Although, the sample vexed me as I knew that in 1841 Captain Mark Huish, who would later become the first General Manager of the London and North Western Railway, was Secretary of the Glasgow, Paisley and Greenock Railway at the time.[2] Therefore, I was worried that many railways were left out and the contribution of some military men may have been overlooked. But this was a minor concern. Overall, this research backed up the evidence from the 1848 directory that military men did not play a major role in railway management in the early railway industry.

Finally, I looked at the 1847 directory. This would be even more helpful at confirming the extent to which ex-officers were involved in the industry, as it detailed far more information about companies’ management class than the other directories. They only listed those individuals who were the top managers within the railways, such as the engineers or secretaries. Yet, the 1847 directory showed, particularly within the larger companies, the names of individuals serving in other senior management capacities, such as Locomotive Superintendents, Accountants and Treasurers. Thus, it would allay my fear that I was missing in the other samples military officials who had not taken up positions at the very head of companies, but which were fulfilling senior administrative roles.

The 1847 railway official’s directory contained the names of 167 individuals who were serving 82 railways in 219 positions. Of these only 3 were military men (1.80%). These were Captain Moosom, working as engineer for the Southampton and Dorchester Railway, Captain Huish, working as General Manager for the L&NWR, and Captain F.A. Griffiths, who was Secretary of the Southampton and Dorchester Railway. Thus, while this differs from the percentage of military men listed in the 1848 directory (3.54%), which probably reveals that the 1847 directory wasn’t as accurate or as wide-ranging as I initially thought, overall it confirms the minimal involvement of ex-military men in the management of the early railway industry.

Thus, over the three samples I have been able to show, without a shadow of doubt, that the notion that military men were the driving force in early railway management is erroneous. Indeed, while some military men may have not listed their titles in the directories and may have been missed, this is an almost insignificant fact against the tiny percentage of individuals that did list their titles. Indeed, there is nothing here to suggest that ex-military officers had a central role at all. Furthermore, it seems that this myth, as it now can rightfully be called, may have originated from the legend of one Captain Mark Huish. He was an innovator in railway management, while being notorious for his hard-headedness, and thus he looms large in the history of the early railways.[3] But, consider this: he was the only ex-military man who went down in history, but if they were truly prolific in the industry, wouldn’t we have heard of more?

Unlocking the Early Railway Manager - Pt 3 - Three Engineers (again) and Some Soldiers

This is the third part of the ‘Turnip Rail Project’ that I hope will determine the nature of early railway manager. For those of you who are unaware of the process I am undertaking, I will, on my blog, be doing some new and original research. Simply put, our knowledge of early railway managers is minimal. There are some historians who have made broad statements about their backgrounds and work, however, more actual statistical research needs to be done. If you would like more information please see the first Blog post in the series (here) and the follow-up (here) where I presented my first findings and preliminary thoughts.

Principally, the 1848 Railway Officials Directory showed that three engineers, Joseph Locke, Isambard Kingdom Brunel and Robert Stephenson, dominated the engineering activities in the early British railway industry. However, my good friend Kevin was good enough to point out that many of these engineers may have been appointed for ornamental reasons so as to lend integrity to the company and allow them to attract potential investment.

I thought I would look a bit further into this. I found that of the 51 companies that had Locke, Brunel and Stephenson involved, in only 23 cases was their engineering role shared with one or more other engineer. Thus, the possibility of their appointments having ‘ornamental’ status was increased in these cases.

This left 28 of the cases where Locke, Brunel and Stephenson were the sole engineer listed, and while the actual day-to-day engineering of these lines may have been under the charge of men in their employ, the whole of the engineering side of their businesses would have been under their ultimate control. The 28 lines on which they had charge of engineering totalled 1396.16 miles, or 33.17% of the 4208.85 miles that the three men were involved with in some way. The 28 concerns were mostly small or medium sized railways, and the only large one was the Great Western Railway over which Brunel had complete control of its engineering affairs. Thus, as they were only engineers involved their appointments were more than just being ‘ornamental.’

Conversely, the 23 companies that had multiple engineers, but were under the three men’s partial charge, constituted 2812.6875 miles, or 66.82% of the total. Indeed, in many of these cases the railways were some of the largest concerns in the land, such as the London and North Western, London and South Western, Midland, York, Newcastle and Berwick and South Eastern Railways. Thus, it could be argued that the sheer size of the companies meant that the work involved in engineering was simply beyond the scope of one engineer.

This said, only six of the 23 railway companies were over 100 miles long, leaving 15 railways that were short in length but with multiple engineers engaged on them. The total length of these 15 railways was 679.58 miles (16.15%). Subsequently, these companies were the best candidates for being railways where the involvement of one of the engineering luminaries was for the purposes of attracting investors. Lastly, in only five cases, all of which involved Stephenson, was there any hint of him taking an ‘ornamental’ position as he adopted the title of ‘Consulting Engineer.’

Thus, there seems to be three tiers of these engineers’ involvement in the companies. Firstly, there were those companies where they had sole control, and while they may have been originally appointed for ‘ornamental’ reasons to attract investors, they had practical responsibilities. Secondly, there were cases where they did share control of engineering within a company with another individual, but the size of the company may have precluded sole control being possible given their other commitments. Indeed, these companies were some of the largest and, therefore, were most unlikely to have appointed them for ornamental reasons as the companies didn’t need that type of support to gain investment. Lastly, there were a handful of companies where they were most likely appointed for ornamental reasons because they shared the engineering title within small railway companies that possibly didn’t need two engineers. Therefore, the proportion of engineering appointments of these three engineers that were purely ornamental was seemingly small.

I also want to talk about the ‘military’ aspect of management. One of the principal claims by railway historians has been that ex-military officers were brought in to manage the early railways as they were some of the few individuals who had experience at administering large bodies of men. As stated in the last blog, the the 130 in the sample had 322 management posts. These were held by 226 individuals. If I am to believe Bonavia’s assessment of the senior management within the early railways, military men should feature prominently among the senior managers, especially in the administrative positions.

Unfortunately for Bonavia the evidence doesn’t support his argument. In the 1848 sample only 8 of the 226 (3.54%) men involved in managing Britain’s railways were listed as having a military title. Of these, seven were ex-army captains and one had been a member of the Royal Navy. Of the eight, three, Jee, McClean and Moorsom, were engineers; four, Badham, Hartnoll, O’Brien and Charlewood, were secretaries; and one, Mark Huish, was ‘manager.’ Of course, there may have been more military men within the 226 listed managers that didn’t cite their military titles, so there may have been more that I am missing. Furthermore, there may have been more ex-military men employed further down in the companies’ hierarchies that were not shown as the directory covered only senior managers. Yet, on this information alone it could be tentatively said that, amongst the senior managers of Britain’s railways in 1848, the number of military men was smaller far than Bonavia supposed. In reality I have been a bit bold with this statement. But, hopefully, the level of involvement by ex-military men may become clearer when I look at the other railway official’s directories from 1841 and 1847.

Unlocking the Early Railway Manager (The Turnip Rail Project) - Part 2 - Three Engineers

So this is the first part of my ‘Turnip Rail Project’ to actually feature research. I have had one of my friends describe it as a ‘research Time Team.’ If last weeks’ Time Team is anything to go by I certainly hope not; they found very little. For those who didn’t read my previous blog post, this is a project that I will present as I go that will determine the nature of the early British railway company managers. I will, therefore, include all my preliminary thoughts, mistakes and ideas. Primarily I will focus on the railway manager in the 1840s using three ‘railway officials’ directories from 1841, 1847 and 1848. Anyway, in my time off over the last few days, away from my PhD and work, I have been ploughing through and processing the information contained in the 1848 directory of railway company officials. Yes, I am really that wild. I have also been watching Deadwood at the same time, so at least I can say that I have been doing something enjoyable (although Deadwood is pretty grim). Despite this distraction it has been a laborious task. But, the fruits at the end were most interesting.

I chose to start on the 1848 directory simply because it contained more information than the other two, and would reflect the state of British railway administration at a time when railways were in their ‘teenage’ years. In total I have collected data from 130 individual railways that were listed in the directory. For each, I have catalogued the number of officials in each railway, the number of posts listed, the names of the individuals and their positions. I have also noted the mileage of each railway, and in total the 130 railways operated 7117.55 miles of line in 1848. Originally I had calculated that there were 45,000 miles, but it is a wonder what a missing decimal point can do to my calculations.

Firstly, I will look at the sample of the managers’ post holdings. In total, 130 railways had 322 senior managerial posts according to the directory. Of these, 178 (55.28%) post were engineering roles (Engineer, Consulting Engineer, Assistant Engineer, Resident Engineer). Of course, I didn’t think straight at first, and for a very short while fell into the trap of thinking that this was 178 individual engineers. However, after playing around with Excel, I revised the stats. There were in fact 92 individuals, taking 177 positions on 123 railways. This meant that for some unknown reason 7 railways did not employ an engineer or did not list one. This may need a bit of looking into.

What is interesting is that while many Engineers only took assignments with one company, possibly indicating local relationships with the railway builders, personal connections with directors and individuals coming in from other industries to try their hand at railway building, a good number served multiple concerns. Three of the individuals on the list are names that have gone down in railway history. In 1848 Robert Stephenson (shown) was serving 26 railway companies, and Isambard Kingdom Brunel and Joseph Locke were both working with 13.

It is unlikely that they were directly involved all the time, and it is clear that on many of the companies that they worked on they received help. For example, Robert Stephenson was co-engineer with William Baker on the Birmingham, Wolverhampton and Stour Valley Railway, as well as J.E. Errington on the Lancaster and Carslisle Railway. Stephenson was also co-engineer on the London and North Western Railway with Joseph Locke. Lastly, Isambard Kingdom Brunel had a staggering seven Assistant Engineers on the Wiltshire, Somerset and Weymouth Railway. However, this was a unique example. In the majority of cases railways had only one or two engineers. Furthermore, the two engineers occasionally took the separate roles of ‘Resident Engineer,’ who was employed by the company, and ‘Consulting Engineer,’ who was called in when required. However, I admit that this was the arrangement on the London and South Western Railway (L&SWR) and it may have been different elsewhere.

Going back to the ‘big 3 engineers,’ (Brunel, Locke and Stephenson) I feel that the evidence does suggest that railway engineering in this country in 1848 was controlled by them. 51 of Britain’s railways had the 3 individuals involved. Simply based on the number of companies in existence, this put 28.81% of companies under their ultimate or shared engineering control. Yet, the engineers served many of the largest railway companies at the time, such as the London and North Western Railway, the London and South Western Railway, the Great Western Railway, the Midland Railway, the Eastern Counties Railway, the South Eastern Railway, the South Wales Railway and the York, Newcastle and Berwick. Thus, if mileage is taken into account, the three engineers were heading up engineering activities on 4208.85 miles of Britain’s railways, or 59.13%. Quite simply, this is a staggering amount of influence on the emergent railway industry.

Of course my brain is now buzzing with ideas about the influences that these relationships had on technology, more specifically the development of broad verses narrow gauge railways. After all, it wouldn’t be hard for the narrow gauge ideas of Locke and Stephenson, who engineered 3186.76 miles of Britain’s railways between them (44.77%) in 1848, to dominate when Brunel, who favoured broad gauge, only engineered 1022.08 miles (14.36%).

Yet, this isn't the overall purpose of the project. Hopefully in my next blog I’ll detail some of the findings and thinkings about the rest of the individuals in the survey. I'd be very interested to know whether the other engineers that weren't working with the luminaries had any links to them and what their backgrounds were. Also what about the other individuals listed? They were predominantly secretaries and their backgrounds were may be hard to get at. Also in the sample there were few managerial titles that we see in later railways such as 'Locomotive Superintendent' or 'Traffic Manager' and it'd be interesting to see if there was a correlation between the size of the railway and where these titles appear in the directory...anyway, I'll leave my musings for another time.

Unlocking the Early Railway Manager - A Project to Follow

One of the main areas of research that has yet to be covered by railway and business historians is the nature of the early British railway manager. Of course, some historians have commented on this topic before, however, few have done any real in-depth research on it. Bonavia in his 1971 book on the organisation of British railways gave little time to how railways were managed before 1923. Subsequently, he only gave broad statements as to who became the first senior managers in British railway companies. In his estimation ex-military officers were prominent in railway management after lines had opened, as they had experience at coordinating and marshalling large bodies of men. Also heavily involved were the ‘secretaries’ of companies, although, he did not comment on their backgrounds. Lastly, involved were the engineers, men such as Isambard Kingdom Brunel, Joseph Locke and William Cubitt, who, while they built the railways, they also played a role in the administration of them. [1]

Overall, Bonavia’s history did not give a full picture of railway management within early British railways (which I classify as being before 1860) and there remains a large gap of knowledge amongst historians. I acknowledge that all three groups of individuals, the ex-military men, the engineers and the secretaries, all played a role, but to what extent did individuals from each of these actually get involved in the industry? Which group dominated? Therefore, what is needed is a statistical survey of the management class in the formative years of the British railway industry

In the next few posts I hope to answer a these questions. But I start from a position of not knowing the answer. I sit here with no conclusions and with a blank canvas to fill. I do, however, have on my desktop three directories of railway officials in pdf format from 1841, 1847 and 1848. In the next few weeks I will be researching them and my findings, as they come, will be posted on the blog. But this will be an on-going process that I hope you follow and as such I will not hold back from posting my thoughts, erroneous conclusions, premature ideas and mistakes as the research moves forward. I will also detail my research processes and how they change (which they predictably will). Hopefully, this will make for interesting, and entertaining reading.

I will first be looking at the 1848 directory as it seems to have a lot more information in it on early railway managers from a larger number of railways than the other directories. It was also created at a point where the railways are just starting to come into their own as an industry. Thus, it would provide information on managers when the industry was starting to demand large numbers of men to administer the railways. So, on with the show, I’ll report back soon.

Working Out Costs in the Early Railway

The way that early railway managers controlled cost is a bit of an enigma to us. We know to a good extent how this was done after the 1870, however, when the practice of cost and management accounting started, why it started and how the statistics that early cost accounting techniques generated were applied, is a bit of an unknown quantity in railway (and business) history.

Indeed, the only real research that has been done on this area was undertaken by Terry Gourvish in the 1970s when he looked at Captain Mark Huish’s management of the London and North Western Railway Between 1846 and 1858.[1] The only failure of this excellent study is that it focussed on a man who was a unique innovator in railway management practice. Yet, Gourvish didn’t study the cost accounting techniques of the majority of railways. Furthermore, the innovative techniques, such as the ton and passenger mile statistics which worked out the cost of moving one ton of goods or one passenger one mile, were abandoned by the L&NWR after Huish was forced out of the company.[2] Therefore, there is a research vacuum that needs to be filled.

In my studies of the London and South Western Railway (L&SWR) I have determined that the origins of cost accounting within the company are to be found in the Locomotive Department. The expenditure of the department represented an area of company operations were costs were determined by the performance of drivers, the quality of the coal and the efficiency of the locomotives themselves. Thus, it was only natural that with so many variables that the genesis of the L&SWR’s cost accounting could be found there.

Yet, in my studies I have also found that the company compared the performance of its locomotive stock with that of other companies frequently. Indeed, by the 1860s I am aware that this was a regularly undertaken exercise.[3] The implication is, therefore, that not only was the Locomotive Department where cost accounting developed on the L&SWR, but it was where it was to be found in the elsewhere emergent industry.

Notably, the first case of comparison mentioned in the L&SWR Locomotive Committee minute book came on the 24th April 1840 at the Locomotive Committee, only a year and a half after the L&SWR had started operating. This was comparison of the costs of the L&SWR’s motive power with that of the London and Birmingham (L&BR) and Grand Junction Railways (GJR).[4] The letter, which informed the committee of this information, came from Edward Bury, the Locomotive Superintendent of the London and Birmingham Railway since 1838.[5] What was contained in the letter is unknown, however, it is most likely to been the cost of locomotive operation per train mile.

Therefore, this first comparison allows a number of conclusions to be made about early railways’ cost and management accounting. Firstly, statistical measurement of locomotive operating performance would have to be the same on different railway companies for informative comparisons to be made between them. Therefore, this reveals that the L&B, GJR and L&SWR, were collecting the same sorts of information relating to locomotive operation.

However, when this process of statistical uniformity amongst railway companies began is unknown. In Bury’s letter to Joseph Woods he stated that the results presented were from the ‘half year ending December 1839.’[6] This either means that the origin of the L&SWR formulation of cost accounting can be found in universal norms that were widely known when it started operating, or, it was part of an industry-wide formulation process, whereby different locomotive department chiefs collaborated to lay down a particular set of performance measures. Whatever the answer is, it is clear that these standards developed very quickly within the industry.
